What is this assessment invoice for?

The developers of the project as well as residents and the builders must all participate in funding their respective share for maintaining the CDD areas. The assessment billings sent out in July pertain to the CDD O&M budget year of Oct. 1, 2007 through September 30, 2008. Since the O&M assessments for both the CDD fiscal years of 2006/2007 and 2007/2008 were not on the tax rolls, many resident have not paid any funds towards the maintenance of the project. Net of collection and administrative costs charged by Rampart, all net proceeds received from both the residents and builders from the July billings will be sent to the district specifically for O&M
use.

The HOA does not provide any maintenance for this community, the CDD does. The HOA enforces the deed restrictions which the CDD by law cannot do.

The CDD has two assessments. One is to pay debt service that is a fixed annual amount. The other is for the operations and maintenance of the CDD which is what was billed in July for the 2007/2008 fiscal year and not on the tax roll..
CDD assessments are paid annually via your property taxes. The debt service amount relating to your lot is on the tax roll whereas the current O&M assessment is not. Beginning on your 2008 taxes, the O&M assessment for the
2008/2009 CDD fiscal year will be collected on the property tax roll.
